隨著“一帶一路”倡議的推進,來自新興市場的跨國企業越來越依賴外派人員來促進技術轉移、組織整合以及海外項目的現場治理。盡管傳統的“高薪酬、嚴管控”的外派人員管理模式在新興市場環境中變得越來越不可持續,但一些企業即便提供的薪酬遠低于市場水平,仍能維持外派人員的高忠誠度和項目穩定運行。為了解釋這一實際難題,本研究將原本屬于人力資源范疇的外派人員管理問題重新定義為企業治理問題。它探討了在海外環境中面臨資金緊張和管控薄弱的企業如何通過非財務安排實現行為一致性和實現業績。
本研究通過混合方法設計,對 XF 集團的海外項目進行了考察。通過扎根理論方法,提出了一個新的概念“支持型治理”(GbS),用以解釋組織如何以支持性實踐取代高薪酬激勵和正式控制,從而培養外派人員的自律性和持續承諾。
定性分析表明,全球背景支持并非單一的管理實踐,而是一個由組織支持、社會支持和家庭支持構成的多維度治理系統。其潛在機制可概括為“減負”和“增值”的雙路徑過程。定量結果表明,組織支持和社會/家庭支持均與外派人員的自評工作績效顯著正相關,并且全球背景支持具有很強的情境依賴性。

As the "Belt and Road" Initiative advances, multinational enterprises from emerging markets increasingly rely on expatriates to facilitate technology transfer, organizational integration, and on-site governance in overseas projects. While the traditional expatriate management model characterized by "high compensation and strict control" has become increasingly unsustainable in emerging market contexts, some firms manage to sustain high levels of expatriate commitment and stable project performance despite offering significantly below-market compensation. In response to this practical puzzle, this study reframes expatriate management, originally a human resource issue, as a corporate governance one. It investigates how enterprises, under financial constraints and weak control in overseas context, reach behavioral alignment and performance achievement through non-financial arrangements.
This study examines the overseas projects of Group XF through a connected mixed-methods design. Through the grounded theory approach, a new construct, "Governance-by-Support"(GbS), is developed to explain how organizations substitute high compensation incentives and formal control with supportive practices to foster expatriates’ self-discipline and sustained commitment.
Qualitative analysis reveals that GbS is not a single managerial practice, but a multidimensional governance system composed of organizational support, social support, and family support. Its underlying mechanisms can be summarized as a dual-path process of "burden reduction" and "value enhancement." Quantitative results show that both organizational support and social/family support are significantly and positively associated with expatriates’ self-rated work performance, and that the GbS is highly context-dependent.
